Mission Statement

The CRRA Technical Council advances effective and innovative strategies in contract administration, rate setting, procurement, negotiation, and business practices. We bring together local agencies, service providers, and industry experts to strengthen jurisdictional capacity and support informed, financially responsible decision‑making. A key goal of the Council is to build the knowledge and experience base of current and the future generation of contract managers, ensuring they are prepared to lead with confidence and uphold strong, equitable franchise partnerships established through responsible governance.

Goals.

  1. Strengthen Contract Administration & Business Practices - Advance best practices in franchise management, contract oversight, and performance monitoring to support responsible governance, high‑quality service delivery, environmental goals, and rate‑payer value.

  2. Enhance Jurisdictional Capacity in Negotiation & Procurement – Equip local governments with the knowledge and tools to negotiate contracts that reflect changes in law, integrate local priorities, and promote transparent, equitable partnerships. Support excellence in rate setting, RFP development, and procurement strategies.

  3. Foster Effective City–Service Provider Collaboration – Promote collaborative approaches between jurisdictions and service providers to meet state requirements, sustainability initiatives, and community affordability/equity considerations.

  4. Strengthen Understanding of Funding & Regulatory Frameworks – Build competency in managing program funding and cost‑of‑service requirements within Prop 218 and Prop 26 constraints, ensuring financial resilience and compliant rate structures.

  5. Prepare Current and Future Industry Leaders – Develop the knowledge, experience, and confidence of both existing and emerging solid waste contract managers, empowering the next generation to lead with strong business acumen and informed decision‑making.
