Name of Council: Recyclers Global Warming Council

Executive Committee
The Executive Committee will consist of up to nine CRRA members.

Mission

The Recyclers Global Warming Council (RGWC) represents interests within CRRA to address the issue of greenhouse gases.  It identifies resources, facilitates discussions and organizes workshops and Conference panels to inform government representatives and other interested parties about the effects of greenhouse gases in our environment and how eliminating waste, reuse, recycling and composting can minimize that impact.  The Council works with other organizations with similar interests to advocate Zero Waste policies and programs to reduce greenhouse gases.

RGWC Members

RGWC members of CRRA and others concerned with the environmental effects of greenhouse gases and advocating solutions to mitigate their effects. 

Annual Election Process

The RGWC annual election process will coincide with the CRRA annual election of the Board of Directors. However, a special election may be called by the Executive Committee following the 2007 CRRA Annual Conference for purposes of establishing a fully-constituted Executive Committee.

RGWC Goals

RGWC will involve CRRA members and give recognition to CRRA through RGWC and CRRA events, meetings, and communications.  We will provide focused, cutting edge information on global warming activities and global cooling strategies.

By-Laws

A.  General

RGWC by-laws and actions will be consistent with CRRA by-laws and Internal and External Policies.

  1. Anyone running for a position on the Council or nominated as a steering committee member and all current officers and steering committee members will be a current member of CRRA and RGWC.
  2. The Executive Committee (Council Board) will consist of a Chair, Vice-Chair, Treasurer, Secretary, and Liaisons.  In addition, alternates may be elected. The following Liaison positions will be assigned, as needed, from the officers or membership: CRRA Board, CRRA Conference Committee, RecycleScene & Website, CRRA Internal Policy Committee, and CRRA External Policy Commitee.  RGWC will also develop Liaisons with other local, state, national and international groups that are working to reduce greenhouse gases. 
  3. GWC will develop a workplan and a budget after the newly elected officers meet in July of each year.
  4. RGWC elections will coincide with CRRA’s annual election of the Board of Directors.  Interested members will submit their names and Candidate Statements (if required) in accordance with the election timeline established by the CRRA Secretary of the Board.
B.  Funding and Budget
  1. CRRA Board, as part of its annual budget process, allocates an annual amount (currently $2000) in support of materials and supplies for each recognized Technical Council (TC).  Materials and supplies include, but are not limited to, conference calls, food and beverage, postal and printing, and travel.
  2. The CRRA Board makes no specific restrictions or requirements on how the Technical Council shall allocate its funding, with the following exceptions:
    • At least one Technical Council member is expected to attend the Board's annual planning meeting (TC Retreat), following the annual conference.  A portion of the expenses of this meeting will be charged to the TC travel budget to cover any travel or lodging expense for which reimbursement is requested.  Any food and meeting room costs will be paid by the Board and will not be proportionally charged to the TC travel budget.  TC’s are requested to allocate a minimum amount of $200 to cover these expenses.  If representatives do not request reimbursement for travel and/or lodging, this amount may be reallocated.  If TC’s send more than one member to the meeting, this amount should be increased.
  3. Technical Council meeting expenses for TC retreats or face to face meetings for which reimbursement is requested, if any, should be included in the budget.
  4. In addition, the CRRA Board will allocate funding to cover the cost of staff time to arrange calls, organize and send mailings, and provide membership lists to TC’s.  Approximately 3 - 4 hours/month.
  5. The annual budget and workplan shall be adopted by the TC leadership and forwarded to the CRRA treasurer, through the TC Liaison, by November 1 to be included in the CRRA annual budget.  The TC leadership may revise the budget at any time, regarding any funds remaining as of the date of the revision, and shall forward any changes to the CRRA Treasurer for inclusion into the CRRA budget.
  6. CRRA Treasurer shall provide a quarterly accounting to Technical Councils regarding all TC funding entrusted to CRRA.  This includes the General Support revenues and expenditures, workshop revenues and expenditures, and any Special Project revenues and expenditures allocated to the TC.
  7. Requests to CRRA for reimbursement for budgeted expenses shall be made by the TC Treasurer to the CRRA Treasurer, but should be sent to the CRRA business address.
  8. All fundraising activities, including workshop profits, shall be held by CRRA on behalf of the Technical Council, but shall be controlled by and spent at the discretion of the TC.  To the degree that funds are available in the "Special Projects" account of the TC, the CRRA Treasurer will reimburse expenditures upon request of the TC Treasurer.  Amounts in excess of $500 will require advance notification of the CRRA Treasurer.
  9. CRRA shall not expend any funds from or charge the TC accounts without prior written authorization of the TC Chair, Co-Chair, or Treasurer, except for budgeted items.  CRRA Treasurer shall notify the TC Treasurer in the event that the financial position of CRRA requires the temporary use of funds held for the TC, and shall provide a plan to replace any affected funds

C.  Member Benefits

  1. RGWC will provide at least one other member benefit each year.  This might include: Workshop, organize tours or meetings for CRRA members, input into CRRA RecycleScene, develop policy or legislation, provide training for members, or specifically for new members, summarize listserv topics related to your TC and post to website, online tools (practices, pilot write-ups, RFPs, ordinances, ideas on what other localities are doing, best practices), host an active TC Yahoo group, participation in Training Certification Program, other ideas (as proposed by TC).
  2. All costs incurred by CRRA for workshops organized by Technical Councils shall be funded by the proceeds of the workshop, based on the following:
a.
RGWC will work with CRRA to ensure, to the degree possible, that member benefits cover their costs.
b.
RGWC shall adopt budget for the workshop, following the CRRA Internal Policy, Budget should include items such as facilities, food, postage, printing, scholarships, staff services provided by CRRA, and other supplies or services.
c.
Cost for staff services shall be based on hourly costs, not to exceed $2,000 for full workshop activities.  TC's are encouraged to use CRRA services for brochure development and pre-registration, but are not required to do so.
d.
When registration fees are charged, fees should be lower for members than for non-members and/or may be set to encourage membership.
e.
All revenues collected from workshops should be sent to CRRA within 30 days of the date of the workshop.  If this cannot be done, RGWC will file a financial statement with CRRA at 30 day intervals, until the revenues are collected by CRRA.  Amounts required for reimbursing RGWC members and others for any workshop-related expenditures may be retained from the collected revenues, provided that invoices are submitted to CRRA along with an accounting of the revenues, expenses, and attendance for the workshop.
f.
Any profit from workshops shall go back into RGWC’s budget.
g.
In the event that workshops do not cover their costs, CRRA shall bear the additional expense without deducting any deficit from the general support budget of the RGWC.  CRRA and RGWC will analyze the event to determine the cause of the shortfall, and will provide written recommendations to improve revenues for future events.



D. Member Services and Daily Operation

  1. RGWC will continue to maintain and provide access to a listserv.  

  2. RGWC will commit to providing at least one member benefit per year, in accordance with the TC Agreement of Responsibility.  This agreement must be signed and submitted with the annual budget and workplan.

  3. RGWC will assist at the CRRA annual conference by adopting a track or a series of sessions and assigning a liaison to the conference committee. 

  4. RGWC will contribute regularly to Recyclescene. 

  5. To save paper and postage fees, RGWC will conduct a minimum of one electronic mailing each year to the people on the list serve.  The costs of any mailings above and beyond this one mailing, will be included in the budget.

  6. RGWC will hold one hour monthly conference calls for the RGWC Executive Committee to facilitate workshop planning, updates on projects, exchange of ideas, and networking.  The cost of these calls shall be included in the RGWC budget. 
  7. In the event RGWC creates or acquires TC-specific materials, RGWC will provide those materials to CRRA to be included in the new member welcoming package.

  8. RGWC will receive a $25 credit for any new member who either says they were referred by RGWC or who becomes a member as part of registering for a RGWC workshop
