Description:
Pollution Prevention Specialist is a recently established lead position in the Environmental Health Division that will focus on a variety of pollution prevention activities in the County, such as the development and promotion of Product Stewardship and Extended Producer Responsibility ideals and concepts. Additionally, the specialist will be expected to seek out new grant funding opportunities for new pollution prevention projects, maintain and coordinate the County’s current grant funded programs such as the Used Oil Recycling Program, and coordinate all public outreach efforts taken by the division.
The ideal candidate will have:
- at least three years of journey level experience in hazardous materials management and/or waste management which demonstrates significant responsibility in the areas of pollution prevention, public outreach, or grant and contract management;
- proficiency in pollution prevention concepts and goals, with a thorough understanding of Product Stewardship/Extended Producer Responsibility and a working knowledge of state, federal and international efforts in this field in order to identify application of the ideals locally;
- knowledge of the division’s activities, policies and procedures, certain aspects of regulations, as well as the varying media for outreach efforts such as literature, brochures, television commercials and website development; and
- the ability to write and manage grants, manage contracts, train staff and the general public, speak effectively, and work as part of a team.
Qualifications:
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of journey level experience in hazardous materials management which demonstrates significant responsibility in the areas of storage, transportation, handling and disposal of hazardous materials and/or hazardous waste.
Knowledge of: Hazardous materials management, including its scientific background, technology, principles, methods, investigative techniques and problems; laws, regulations and codes governing hazardous materials; emergency response procedures and protocols; government agencies, community organizations and business establishments as they relate to environmental health and hazardous materials management; basic practices in the transportation and disposal of hazardous wastes.
Skill/Ability to: Plan, direct and coordinate a program of research, study, investigation and enforcement in hazardous materials management; interpret laws, regulations and data; define difficult problem areas, analyze complex data and make valid recommendations; advise and instruct others on compliance requirements of hazardous materials programs; enforce local ordinances and state law; work independently; keep complex and accurate records; speak effectively and make public presentations; prepare clear, concise reports and correspondence; establish and maintain cooperative working relationships with others; use, repair and calibrate field equipment; collect samples of substances.
