Solid Waste Planner II

Description:
Under direction, the Solid Waste Planner II performs complex professional planning work related to solid waste management, source reduction, recycling, composting, transformation, and household hazardous waste and collection, transfer and landfill operations involving data collection and analysis, report preparation and contact with public and private entities.

Knowledge of:

  • Federal, State and local laws and regulations relating to planning solid waste facility permitting and land use
  • Principles, practices and techniques of solid waste facility and program planning
  • Automated systems and applications including word processing, spreadsheets, and database applications
  • Trends and statistics affecting solid waste facility and program planning

Abilities to:

  • Collect, analyze, interpret, and evaluate data relating to planning for solid waste facilities program development
  • Write logical, comprehensive and concise reports and correspondence including complex planning elements and plans
  • Use a computer to prepare narrative and statistical reports, to enter, maintain, and extract information, to perform research, etc.
  • Represent the County in dealings with other agencies and the public
  • Establish and maintain effective working relationships with co-workers and the public
  • Make effective presentations, both orally and in writing
  • Read, write, and speak English at a level necessary for satisfactory job performance

Minimum Qualifications:
One year as a Solid Waste Planner I.

Or
Three years of full-time experience in solid waste facility and/or program planning activities.

And
A Bachelor's Degree or higher from an accredited four-year college or university in engineering, planning, industrial hygiene, environmental science, public administration, business administration, a physical or biological science, or in another field related to the intent of the class.


Or
Five years of full-time experience in solid waste facility and/or program planning activities.

Driver’s License: A valid California Driver License, Class C or higher, is required prior to appointment. Failure to maintain a valid California Driver License, Class C or higher, constitutes cause for personnel action in accordance with Civil Service Rules 11.4. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Working Conditions: Shift, Weekend and Holiday Work -Incumbents will be required to attend meetings and to participate in community and public relations events at night, on the weekends, and on holidays.

Probationary Period:
The probationary period for this classification is six (6) months.
