Organics Policy Statement


Whereas, organics (primarily consisting of yard waste, wood waste, and food waste) comprises a significant portion of California's waste stream;

Whereas, organics in landfills contributes to leachate generation and greenhouse gas production;

Whereas, organics are a valuable resource that should be conserved or recycled and not landfilled;

Whereas, a significant and increasing amount of existing organics diversion results from yard waste used for Alternative Daily Cover (ADC);

Whereas, more environmentally beneficial and sustainable end markets exist for organics compared to use as ADC;

Whereas, diversion of organics for composting and mulching benefits California's economy and environment, while helping to achieve state recycling goals:

Therefore, CORC adopts the following policy statement to support organics recycling in California:

The California Organics Recycling Council promotes high value, both economically and environmentally, beneficial end markets for organic materials. High value end markets include compost, mulch, feedstock for biopower, and direct land application (mulch and soil building uses typically on farm fields and orchards). The use of organics for alternative daily cover is not considered a high value use. End markets shall provide the greatest sustainable benefit to California communities and their soils.
